Civil Rights Icon and Education Reformer Dr. Howard Fuller Inducted as Honorary Member of Phi Beta Sigma

Phi Beta Sigma Fraternity, Inc. welcomed eight new Honorary Members during its 2025 International Conclave today in Tampa, Florida, including renowned civil rights activist and education reform advocate Dr. Howard Fuller.

Dr. Fuller’s induction honors a decades-long career defined by bold action, intellectual rigor, and a relentless pursuit of equity in education. Nationally recognized for his work as a superintendent, scholar, and grassroots organizer, Fuller has consistently operated at the intersection of policy, community, and liberation.

Born in 1941, Fuller emerged as a powerful force in Durham, North Carolina, during the late 1960s through his work with Operation Breakthrough. He co-founded the Malcolm X Liberation University in 1969, an institution rooted in Black self-determination and Pan-African philosophy. In the following decade, he helped organize national African Liberation Day celebrations and championed Pan-Africanism under the name Owusu Sadaukai.

Fuller’s impact on education reform took a national stage in the 1990s when he served as Superintendent of Milwaukee Public Schools. A vocal proponent of school vouchers, his advocacy has reshaped debates around access, accountability, and equity in American education. Today, he continues his work as a distinguished professor and as founder and director of the Institute for the Transformation of Learning at Marquette University.

Dr. Fuller’s induction aligns with the fraternity’s legacy of uplifting individuals who exemplify Scholarship, Brotherhood, and Service. His lifelong contributions have transformed institutions, challenged systems, and inspired generations of educators, organizers, and thought leaders.

He was inducted alongside seven other trailblazers across fields: hip-hop icon Edward “Special Ed” Archer; actor and singer Leon Robinson; former NFL linebacker and academic Dr. George Koonce; gospel music legend Fred Hammond; Southern University Chancellor Dr. John K. Pierre; fashion entrepreneur Dave “UNK” Huie; and financial freedom advocate Dr. DeForest B. Soaries, Jr. Together, they form a powerful 2025 honorary line, united in excellence and service.
